Peter Shinn, 734th Agribusiness Development Team)KUNAR PROVINCE, Afghanistan – An agreement reached Nov. 9 in the Sarkani District Center between leaders of the Iowa National Guard’s 734th Agribusiness Development Team and the subgovernor of the Sarkani District in Kunar Province defused a potentially contentious land-use issue and cleared the way for construction of a demonstration farm near the district center.

 

The Iowa ADT began working with Sarkani District agricultural officials in early September. Together, they chose an ideal piece of ground on which to construct a demonstration and teaching farm.

The district government owned the land, but a problem remained. Though the provincial Ministry of Agriculture, Irrigation and Livestock believed it owned the property, it was under the control of the Afghan National Police. District agriculture officials were therefore reluctant to proceed with installing a demonstration farm on the site until the matter was resolved.

That issue topped the agenda when Iowa ADT commander, U.S. Army Col. Craig Bargfrede of Ankeny, Iowa; U.S. Air Force Chief Master Sgt. Don Kuehl of Jackson, Minn., who leads the ADT’s effort in Sarkani District; and other members of the ADT met with Sarkani District Subgovernor Shah Mahmood, the district ANP commander and district agriculture officials.

During the meeting, Kuehl suggested the proceeds from any sales of agricultural products from the demonstration farm go to the local ANP. The district ANP commander readily agreed and Mahmood approved the proposal immediately.

“This agreement is a win for all parties involved,” Kuehl said. “It will allow us to help the district [agricultural] extension manager begin teaching local farmers and help support the district ANP at the same time.”

The land-use question was not the only item addressed at the meeting. Kuehl also briefed Mahmood on the status of an ongoing cash-for-work program to clear an irrigation canal that delivers much-needed water to district farmland.

“This was a very good meeting; very good,” Mahmood said. “Other Soldiers have told us they will do this thing or that thing, but the ADT is doing the things they have told us. We hope they will continue.”

According to Kuehl, the Sarkani irrigation canal should be fully cleared by next month. Construction of a fence around the Sarkani demonstration farm site is slated for the coming weeks, with installation of greenhouses expected in the next two months.
