“Any opportunity I have to meet face to face with Kapisa leadership is important to me. The PRT’s actions are only truly successful when supported by and coordinated with the local government,” said U.S. Air Force Lt. Col. Michael Sierco, Kapisa PRT commander from Bowie, Md. “During today’s meeting, we were able to discuss many mutual concerns and potential solutions that will allow us to better assist each other and the people of Kapisa.”

During the meeting, Mohammad Safi expressed his gratitude for the PRT’s assistance, specifically mentioning the recent construction of the Nijrab courthouse and his intentions for it to be used to its fullest capacity for the good of the local people.

Though the courthouse was opened less than a month ago, it’s clear that the facility is already being put to great use, as evidenced by a follow-up visit made directly after the meeting.

“My main goal was to check in on the courthouse a few weeks after its opening,” said Jim Morris, U.S. Department of State representative for Kapisa PRT and a native of Chappaqua, N.Y. “Once construction is finished, there's still a lot of work to be done. I was pleased to see the judge was there, pleased with the facility and all of the staff hard at work”.

Morris also shared that during their courthouse visit, the judge emphasized how the impressive facility, located in the heart of the district, sent a positive signal about the Government of the Islamic Republic of Afghanistan’s dedication to rule of law.

The courthouse project was intended to support GIRoA by providing the people a legitimate alternative to the Taliban vigilante justice system.

Kapisa PRT assists GIRoA in providing a secure, stable environment for reconstruction efforts by increasing government officials’ capabilities and capacity. The Nijrab District Courthouse project is an example of the development projects the PRT is using to connect the government to the people and to improve quality of life in the province.
