Insurgent forces have caused great damage to the people and economy in the Laghman Province, making the roads impassable. The PRTs came to the district center to teach government officials how to properly plan for and carry out road repairs.

Tim Egan, construction representative of the Nuristan PRT for the U.S. Army Corps of Engineers from Rochester, N.Y., taught the leaders proper techniques to prepare the construction site and fix the roads using reinforced concrete thick enough to support commercial truck traffic.

“We are trying to instil in them better construction techniques so the repair will last for years,” said Egan. “If you don’t repair it right the first time, you will be back in a few days to do it again.”

“It is very good. No problem,” said Haseebulla, Rural Rehabilitation and Development official.

The program’s goal is for villages to nominate projects and provide the labor necessary to complete the project. The PRT will assist the district government with providing necessary supplies.

“We are going to take this slow, step by step, hand in hand together,” said U.S. Army Maj. Scott DeJesse from Amarillo, Texas, the district development team chief from the Laghman PRT. “We will work through the first few projects together.”

“I like this program very much,” said Fateh Muhammad, village affairs manager. “The villages that want to work should be able to get help. I am very excited.”
