In the past, GIRoA engineers would help by inspecting projects undergoing construction and would not accept responsibility for maintaining and staffing buildings until the projects were completed.
With every new development project, GIRoA and the PRT will work side by side for the entire development process, including the selection of contractors and identifying project requirements, said U.S. Air Force Capt. Kirk Greene, Paktya PRT and native of Portville, N.Y.
“Now, development will happen in alignment with GIRoA,” said Mahfooz Ahmad, Paktya director of economy, “and we like this.”
Afghan engineers will be conduct more quality-control visits to construction sites, which Bahai Jan Yar, engineer and Paktya director of sector, hopes will improve the lives of the Afghan people.
“A person can see better with two eyes than one,” he said, referring to both Afghan and U.S. engineers conducting inspections. “The quality will get better day by day.”
The ultimate goal of the PRT engineers is to pass all development responsibilities over to their Afghan counterparts.
Michael Mihalify of Chassell, Mich., U.S. Army Corps of Engineers, said the Afghan engineers were proactive, concerned, involved, and “trying to make this work.”
He said he believes, as do the directors of economy and sector, Afghans should begin fulfilling roles the PRT has been performing since its inception in 2003.
“We're working ourselves out of a job,” Greene said.

|Weapons cache found, destroyed in Laghman|
LAGHMAN PROVINCE, Afghanistan – A weapons cache consisting of more than 100 anti-personnel mines was found by coalition forces on patrol near the village of Jugi, Mehtar Lam District, Laghman Province Jan. 27. An explosive ordnance disposal team was deployed to the scene and destroyed the cache in place.
