PANJSHIR PROVINCE, Afghanistan—Governor of Panjshir, Hajji Bahlol, gives Spc. Joshua Skiver, Task Force Cyclone, a scarf and the traditional pakol hat, like Ahmad Shah Massoud the famed hero of Panjshir, for his commitment in assisting to improve the quality of life for the citizens of Panjshir province, Afghanistan, Dec. 22. Skiver was a member of a group of Soldiers from Task Force Cyclone that spent the day in Panjshir province, Afghanistan, Dec. 22, one of the stops was a meeting with the Governor of Panjshir. The PRT seeks to leverage Panjshir’s permissive security environment to build local institutional capacity, Afghan ownership, and stronger links to the central government, so that the Islamic Republic of Afghanistan can provide all essential services to the people of Panjshir.
