KHOST PROVINCE, Afghanistan – Spera district government officials and tribal elders line up outside of the district center waiting for Abdul Jabar Naeemi, Khost provincial governor, to arrive July 25. The group gathered to discuss some of the issues in the district and how to solve them in the future. Spera district is extremely mountainous and is isolated from much of the province.
